Problem Statement

Design an offline-first web application that enables civilians in a fully network-blackout environment to share, relay, and access critical information using peer-to-peer local communication (Bluetooth/Wi-Fi Direct) and QR-based communal data drops.

The system must function without any internet infrastructure and demonstrate information propagation across multiple devices and physical locations.

The system should prioritize usability, low resource consumption, and privacy protections.

Participants must design and implement an offline-first web application that:

  • Functions with zero internet connectivity
  • Supports peer-to-peer communication through digital or physical mechanisms
  • Enables information exchange across multiple devices
  • Demonstrates multi-hop propagation (Device A → B → C)
  • Operates within the constraints of standard consumer smartphones
